Within series and franchise planning specifically, it refers to the calculated placement of unresolved conflict at the close of an installment, positioned to leave the central tension of a book level arc, multi book arc, or series level arc suspended at a point of maximum uncertainty, so that the reader's motivation to continue is highest precisely at the moment one volume ends and the next has not yet begun.

The technique depends on a specific psychological mechanism: unresolved narrative tension tends to occupy attention more persistently than resolved tension, since an unanswered question or an unresolved threat continues to demand mental engagement in a way that a settled outcome does not. A cliffhanger exploits this by ending an installment at the point where a critical outcome, such as whether a character survives a dangerous situation, whether a plan succeeds, or what a sudden revelation actually means, has been raised but deliberately not answered, deferring that answer to the next available narrative unit.
