Adaptive Planning Cycle is the recurring, multi-level rhythm of setting direction, executing work, and revising plans that structures how Agile projects progress through their lifecycle, replacing a single upfront plan fixed at project initiation with a series of nested planning horizons that are continuously refreshed as new information becomes available. Rather than treating planning as a discrete activity completed once before execution begins, the adaptive planning cycle treats planning as an ongoing process interwoven with execution, in which each cycle of work produces learning that directly informs the plan for the next cycle.
The Structure of Nested Planning Horizons
Multiple Levels of Planning
Agile projects typically plan at several nested levels simultaneously: a broad, less detailed vision or roadmap covering the overall project or product direction; a medium-term release plan covering the next several iterations; and a detailed, short-term iteration plan covering the immediate work ahead. Each level is refreshed at a different frequency, with the shortest-horizon plans revised most often.
Decreasing Detail with Increasing Distance
Plans further in the future are deliberately kept less detailed, since attempting to specify distant work in fine detail produces plans that are likely to become inaccurate before that work is actually reached. Detail is added progressively as work approaches, a practice often described as rolling wave or progressive elaboration.

Plan, Execute, Review, Adapt
At each level, the adaptive planning cycle follows a consistent pattern: a plan is established based on current knowledge, work is executed against that plan, the results are reviewed against expectations and new information, and the plan is adapted before the next cycle begins. This pattern repeats continuously throughout the project rather than occurring only once.
Iteration-Level Cycling
At the most granular level, each iteration begins with planning session that translates prioritized backlog items into a concrete plan for that iteration, proceeds through execution, and concludes with review and reflection events that feed directly into planning for the following iteration.
Release-Level Cycling
At a broader level, release planning periodically reassesses which increments of value should be grouped together for delivery, informed by what has been learned across several completed iterations, and adjusts the sequence or scope of upcoming releases accordingly.
Inputs That Drive Adaptation
Feedback from Delivered Work
Reactions to increments delivered in prior cycles provide direct evidence about whether the current plan aligns with actual needs, and this evidence is deliberately incorporated into subsequent planning rather than treated as separate from the planning process.
Measured Team Capacity
Observed rates of completion from past iterations, rather than initial estimates made before any work has actually been performed, are used to calibrate how much work can realistically be planned for future cycles, producing progressively more accurate forecasts.
Emerging Risks and Constraints
New risks, dependencies, or constraints discovered during execution are fed back into the plan promptly, allowing the team to adjust scope, sequencing, or approach before those issues cause significant disruption.

Revising plans too frequently or too drastically can undermine the team's ability to focus and complete work, so the cycle must strike a balance between remaining responsive to new information and preserving enough short-term stability to make meaningful progress.
Maintaining Coherence Across Planning Levels
Without deliberate coordination, adjustments made at the iteration level can drift out of alignment with the broader release or roadmap-level plan, requiring periodic reconciliation to ensure that short-term adaptations continue to serve the project's overall direction.
