Swarming and Completion Focus is the practice of temporarily concentrating multiple team members on a single work item, rather than each pursuing separate individual items in parallel, with the explicit goal of driving that item to completion as quickly as possible. It represents a deliberate departure from maximizing individual busyness in favor of maximizing the rate at which items actually finish and deliver value, and it is one of the more direct behavioral responses available when flow control reveals accumulating or aging work.


The Core Idea Behind Swarming

Concentrated Effort Over Distributed Effort

Rather than spreading available people evenly across many open items, swarming intentionally clusters several people around one item at a time, on the reasoning that finishing one item completely delivers more real value than making partial progress on several items simultaneously.

Temporary, Situational Application

Swarming is not typically a permanent mode of working but a response applied selectively — often to items that are blocked, aging, complex, or otherwise at risk — with team members returning to more distributed work once the swarmed item is resolved.


Why Completion Focus Matters

Value Is Realized Only at Completion

An item that is ninety percent finished delivers no more usable value than one that is ten percent finished, since most workflows only release value once an item reaches a defined state of "done." Completion focus recognizes this and directs effort toward crossing that finish line rather than toward parallel partial progress across many items.

Reducing Total Work in Progress

Because completing an item removes it from active WIP entirely, while making partial progress on several items keeps all of them counted as active, a completion-focused approach tends to reduce total WIP more effectively than distributing the same amount of effort across multiple starts.

Shortening the Time to Value for the Item in Question

Concentrating people on one item compresses its remaining cycle time substantially compared to the same item receiving only fractional, intermittent attention from a single person juggling several responsibilities.


When Swarming Is Applied

Aging or At-Risk Items

An item that has crossed an aging threshold, or shows signs of being at risk of missing an important deadline, is a common trigger for swarming, since concentrated attention offers the fastest realistic path back to a healthy state.

Complex or Uncertain Items

Items involving significant uncertainty or requiring input from multiple specialties often benefit from swarming because the combined perspectives of several contributors can resolve ambiguity faster than sequential, single-person effort passed from person to person.

High-Priority or Expedited Work

Work items carrying urgent business importance are natural candidates for swarming, since the cost of delay is explicitly higher for them, justifying the temporary reallocation of capacity away from other items.


Practical Mechanics of Swarming

Temporarily Suspending New Starts

While a swarm is active, participating team members generally pause picking up new individual work, reinforcing the broader completion-before-new-work principle at a heightened, coordinated level.

Dividing the Remaining Work Within the Item

Rather than everyone performing identical work, an effective swarm typically divides the remaining tasks needed to finish the item — for example, one person addressing a specific defect while another prepares the item for verification — so that combined effort is additive rather than redundant.

Time-Boxing the Swarm

Swarms are often given an explicit time box, after which the team reassesses whether continued concentrated effort is still the most effective use of capacity or whether participants should disperse back to individual work.


Balancing Swarming Against Other Priorities

Risk of Neglecting Other Work

Committing several people to one item necessarily reduces attention available elsewhere, so swarming is applied selectively rather than continuously, reserved for situations where the benefit of rapid completion clearly outweighs the cost of temporarily reduced coverage elsewhere.

Team Size and Divisibility Constraints

Not every item can usefully absorb additional contributors; work that is not easily divisible offers diminishing returns beyond a certain number of participants, so swarming decisions consider whether the specific item can actually benefit from added concentrated effort.
