Project Complexity refers to the challenges and interdependencies within agile projects, influencing planning, execution, and adaptability in dynamic environments.

Project Complexity is the surrounding set of considerations concerning how difficult a project is to understand and plan for, distinct from project scale and criticality in that complexity concerns the intricacy of a problem itself rather than its size or the severity of failure, providing another dimension of context that shapes how appropriate agile approaches actually are compared to more predictive planning styles. A large project is not automatically a complex one, and a small project is not automatically simple, since complexity depends on how well the problem and its solution can actually be understood and predicted in advance rather than on how much work is involved.

This context matters because agile approaches are particularly well suited to complex, uncertain conditions where upfront planning cannot reliably predict outcomes, which is part of why empiricism and adaptive planning were established as foundational agile concepts in the first place. Understanding the specific sources and degree of a project's complexity helps explain why an adaptive, empirical approach is appropriate, and helps identify which parts of a project may still benefit from more predictable, well-understood planning.
