Agile Team Organization Foundations is the set of concepts describing how a group of people is structured and how it operates together to carry out agile project work, extending the individual roles and responsibilities established earlier into the collective properties of the group those roles belong to. Where roles and responsibilities describe what an individual position is expected to do, team organization describes how a group of people holding those roles fits together, makes decisions collectively, and sustains its ability to work effectively over time.

This foundation covers both structural properties of a team — what skills it contains, how its boundaries are drawn, how stable its membership remains — and behavioral properties that determine how the team actually functions day to day, including how much independent decision-making it exercises and how it establishes shared expectations for how members will work with one another.
